1.Responsible for cost management, and to formulate internal contract cost system and working process;
2.Establish and manage standard procedures and procedures for cost control;
3.Responsible for timely and accurate budget of the whole project in the project bidding stage;
4.Manage bidding, budgeting specialist, cost accounting, contract and engineering visa verification;
5.Manage and lead the completion of the second budget and general contract settlement;
6.Tracking performance against the budgets and schedules while correlating performance information against the work processes;
7.Identifying trends where deviations are about to occur unless action is taken;
8.Preparing content for project and construction status reports;
9.Timely collect local related engineering documents and go deep into the market, master engineering cost and material price dynamics, establish database;
10.Provide the cash outflow forecast and project capital flow forecast for construction and installation expenses in the construction stage based on the project progress, project development, relevant market price and project cost change;
11.Developing and implementing requirements for cost recording, cost coding, reporting, and analyzing standards, programs, and reports;
12.Tracks labor charges and rates against budgets;
13.Supports the review of EPCM cost and commitment programs.
Education & Experience:
1.B.S. in Engineering, Construction Management, Business Management or equivalent years of experience
2.Minimum of (8) years of experience with cost control and/ or accounting, preferably in the construction of civil and industrial projects.
3.Experience of working in China
1.Knowledge of cost controls and estimating for engineering, procurement, construction and start-up management. A thorough understanding of or capability to schedule complex engineering and construction projects
2.Proficiency in using MS Office and Primavera P6 and one or more of the following costing systems/ cost processors (Cobra, EcoSys, SAP, P6, Ares G2, US Cost). Also one or more of the following estimating programs (WinEst, Hard Dollar, US Cost Success).
3.Prior cost control on large capital construction projects.
4.Familiar with civil and industrial construction bidding, bid evaluation and contract negotiation;
5.Understand project completion settlement and the whole process;
6.Understand the project development schedule and prepare the project capital flow forecast;
7.Familiar with the price assessment of the bill of quantities and the project bidding budget;
8.Proven ability to work independently on complex project controls issues with superior interpersonal skills, creative solution and problem solving skills;
9.Strong oral and written communication skills in both English and Chinese;
10.Ability to interact closely and frequently with site construction management and operations personnel while maintaining necessary levels of commercial awareness.
